Our client is a leading multinational company in the construction materials industry, providing innovative products and technical solutions for major infrastructure, industrial, and building projects across Vietnam.


Job Purpose

The Technical Pre-sales Manager is responsible for identifying and developing strategic project opportunities from the early stages of project development. The role focuses on building strong technical relationships with project owners, investors, designers, consultants, specifiers, and contractors, and influencing the specification and adoption of the company's solutions in project designs and tender documents. The position works closely with Sales and Technical teams to convert early-stage project opportunities into qualified commercial pipelines while strengthening the company's position as a trusted technical partner in the construction and infrastructure sectors. 

  • 8+ years of experience in one or more of the following: Construction Materials, Cement/Concrete, Construction Chemicals, Steel/Industrial Materials, Structural Design, Construction Supervision, Construction Contracting, Tendering or Project Management.
  • Strong experience in major construction/infrastructure projects. Experience in metro/railway projects is highly preferred, while exposure to public investment projects is an advantage.
  • Experience with major Grade 1 infrastructure projects, such as expressways, international airports, metro systems or seaports, is highly preferred.
  • Strong understanding of project development and execution, FEED/design, tendering and technical specification development.
  • Good understanding of stakeholder roles and decision-making processes in large-scale construction projects.
  • Solid knowledge of cement, concrete and construction chemical applications. Design or construction supervision certification is an advantage.
  • Strong technical communication, presentation, negotiation and stakeholder management skills, with the ability to communicate complex technical information to both technical and non-technical stakeholders.
  • Strong project planning, organization and problem-solving skills, with the ability to influence multiple stakeholders throughout long and complex project cycles.
  • Commercially aware, customer-oriented, proactive and results-driven, with the ability to work independently and manage multiple large-scale projects simultaneously.
  • Fluent Vietnamese and strong English communication skills; Chinese is an advantage.
  • Willing to travel regularly within Vietnam and occasionally internationally, and comfortable working at construction sites and in project environments.

  • Provide quality project pipeline and market intelligence.
  • Ensure effective handover and collaboration with Sales and Technical teams.


1. Project Identification & Technical Specification

  • Identify and track infrastructure, commercial, and industrial projects from the early FEED/design stages.
  • Engage with project owners, designers, consultants, and specifiers to influence the inclusion of the company's products and solutions in technical specifications and project documents.
  • Build and maintain a structured database of strategic projects, investors, design institutes, consultants, and other key stakeholders.
  • Monitor project development from early design through tendering and support the conversion of specifications into business opportunities.
  • Identify and prioritize high-potential projects based on strategic fit, project value, and commercial potential.

2. Stakeholder Engagement & Relationship Building

  • Establish and maintain strong relationships with key stakeholders including project owners, investors, developers, designers, consultants, specifiers, and contractors.
  • Develop and manage a network of technical and commercial influencers within targeted project segments.
  • Organize and deliver technical seminars, workshops, product presentations, and customer engagement activities.
  • Conduct regular technical visits and stakeholder engagement activities to strengthen the company's position as a preferred technical partner.
  • Represent the company at relevant industry events, conferences, and trade shows. 

3. Technical Consultation & Tender Support

  • Provide early-stage technical consultation on product applications, material specifications, and appropriate construction solutions.
  • Work with project stakeholders to understand technical requirements and recommend suitable solutions.
  • Support the preparation of technical submissions, pre-qualification documents, tender materials, and technical proposals.
  • Provide technical input during tendering and project development processes.
  • Identify opportunities for value engineering and demonstrate the technical and commercial benefits of proposed solutions.
  • Coordinate with Sales and Technical teams to ensure effective handover and follow-up of qualified project opportunities.

4. Market Intelligence & Presales Planning

  • Monitor construction market trends, competitor activities, technical developments, and upcoming public investment projects.
  • Identify future opportunities across key infrastructure segments, including metro/railway, expressways, airports, seaports, as well as industrial and building projects.
  • Identify potential projects before the formal design or tendering stage and develop strategies to influence material specifications at an early stage.
  • Conduct stakeholder and market mapping to identify key project influencers and decision-makers. 
  • Analyze project pipeline trends and recommend strategic areas for presales investment.
  • Provide regular market intelligence and project updates to Sales and Management teams.

5. Internal Collaboration & Reporting

  • Collaborate closely with Sales, Technical, Product, and Solution teams to align on project priorities and customer requirements.
  • Provide technical and market feedback to support commercial and product strategies.
  • Ensure smooth handover of qualified opportunities from presales activities to the Sales team.
  • Prepare and present regular presales activity reports, project pipeline updates, and stakeholder engagement reports to management.
  • Support other business and project initiatives as assigned by the line manager. 6. Product & Technical Knowledge
  • Develop and maintain strong technical knowledge of the company's product portfolio, particularly cement, concrete, construction chemicals, and related solutions.
  • Stay updated on technical standards, construction methods, material specifications, and regulations relevant to target project segments.
  • Apply technical knowledge effectively during customer consultations, specification development, presentations, and tender discussions.
