The Real cost of hiring in the UAE goes beyond the salary
3 minutes
For organizations hiring in the UAE, salary is only one part of the employment equation. The real cost can include recruitment, visa sponsorship, health insurance, end-of-service gratuity, payroll compliance, and, for UAE nationals, pension contributions.
For standard professional roles, employer costs can reach approximately 1.15x to 1.25x base salary, while broader employment expenses can increase the cost by 20% to 35%, depending on nationality, contract type, seniority, and benefits.
But there is another cost that is often harder to calculate: the cost of leaving the position vacant. For HR and business leaders, understanding both sides of the equation is essential to making better workforce decisions.
Understanding the true cost of employing talent
The UAE's relatively low employment cost compared with many OECD markets is partly driven by the absence of employer social security contributions for expatriate employees. However, this does not mean hiring comes without additional obligations.
End-of-service gratuity begins accruing from the start of employment, while employers are responsible for visa sponsorship, Emirates ID-related costs, and mandatory health insurance requirements. Payroll also needs to comply with the Wage Protection System and relevant MOHRE requirements.
For UAE national employees, employer costs also include a 15% GPSSA pension contribution, alongside the employee contribution.
For example, consider a professional earning AED 180,000 annually in Dubai. Once end-of-service gratuity provisioning, health insurance, and visa sponsorship are included, the estimated total employer cost can reach approximately AED 210,000 to AED 220,000.
The headline salary, therefore, does not tell the full story.
Cost to hire is different from cost to employ
Businesses also need to separate the one-time cost of finding talent from the recurring cost of employing them.
For professional positions in Dubai and Abu Dhabi, recruitment and onboarding can typically represent 15% to 25% of first-year salary, with specialist and executive searches potentially costing significantly more.
As a 2026 benchmark, entry-to-mid-level recruitment can range from approximately AED 15,000 to AED 40,000 per hire, while managerial and specialist technical hiring can reach AED 40,000 to AED 100,000 or more.
At the executive level, retained searches for senior roles within financial services, regional headquarters, and specialist sectors can exceed AED 150,000 in total fees.
This makes recruitment investment particularly important at senior and specialist levels, where the wrong hire or a prolonged vacancy can have a disproportionate impact on business performance.
The hidden cost of leaving a role vacant
The recruitment budget is visible. Vacancy costs are often not.
When a critical role remains open, existing teams may absorb additional workloads, projects can be delayed, leadership decisions can slow down, and businesses may lose revenue or operational momentum.
For technology, financial services, and leadership roles, where specialist talent is highly competitive, an extended hiring process can also mean losing strong candidates to another employer.
This is why time to fill should be treated as a business metric, not simply an HR metric.
The objective is not to hire as quickly as possible at any cost. It is to reduce the time between identifying a business need and securing the right capability.
Making recruitment an investment in business performance
The most effective workforce strategies look beyond cost per hire. They consider quality of hire, retention, time to productivity, candidate experience, and the contribution a new employee can make to business objectives.
Whether an organization is scaling operations through mass recruitment, building specialist technology teams, hiring professional talent, or appointing CXO-level leadership, every hiring decision has implications beyond the vacancy itself.
Adecco brings together regional market intelligence, talent acquisition expertise, mass recruitment capabilities, specialist staffing and payrolling, executive search, and workforce advisory to help organizations make hiring decisions with the wider business picture in mind. From managing high-volume workforce requirements to identifying leaders who can influence strategic direction, the focus is on connecting organizations with talent that meets both immediate requirements and long-term business objectives.
Because the right hiring partner should do more than fill a position. It should help organizations understand the workforce investment, reduce the cost of vacancies, improve hiring outcomes, and build the capability needed to move the business forward.
